I'm re-cataloguing environmental science books atm, so here's the nearest:

This relationship can only exist because of the wide amount of discretion used in interpreting regulations; this allows 'technically' guilty offenders in breach of regulations to avoid liability. The methods that the enforcement authorities use are largely peculiar to the pollution control system. The enforcement agencies will normally carry out specific statutory enforcement activities only when there is a belief (on behalf of the individual officer of the agency concerned) that the continuing relationship between the enforcers and the polluters is being ignored.

Book choice was coz I'm doing my blog in breaks at work. If I was at home it would have been one of the supply of chick lit I'm working my way through courtesy of my sister in law.
